TIERED STRUCTURE FOR USAGE

Along with the base rate, users are charged for the amount of water actually used on a monthly basis. As noted above, for a typical single family residence, the first 4000 gallons is provided at no additional charge and considered to be included in the base rate, However, for amounts above the 4,000 gallons, these amounts, to date, have been charged at $1.50 per 1,000 gallons. Consumption will be billed at the same rate, up to 10,000 gallons. For usage in excess of 10,000 gallons per month, customers will be billed at a rate of $3 per 1,000 gallons.

EQUIVALENCY RATIO (“EQR”)

In order to ensure consistent and uniform charges to customers, the District adopted a rate structure based on equivalency.  Large users will be uniformly charged based on their equivalency to a single-family residence, which has an EQR of 1.  This will apply to the base rate and the consumption allowances under the tiered rate structure in a proportional and consistent manner, as detailed on the table below:

*AVAILABILITY OF SERVICE CHARGES (“AOS”)

Availability of Service or "AOS" fees are charged on unimproved property if the property has infrastructure for water and sewer service within 100 feet of the property.

Beginning January 1 2015, the District will charge the annual AOS fee in the amount of $150 per year, per lot. The fees will be due semi-annually with the first payment being due on March 1 and the second payment being due on September 1. You can of course pay the full amount of $150 by March 1.

The District has 65 miles of distribution system and 45 miles of collection system lines designed to provide 2360 lots water and sewer service. Regardless of each lot owner’s decision to connect to the system, the capital infrastructure provides a benefit through its availability to the lot and lot values are enhanced as a result of this availability.

The AOS fee is specifically used to repay debt incurred for capital infrastructure which has been financed by the District. Although customers paying the AOS fee are not connected to the capital infrastructure, the cost of the capital infrastructure must be appropriately distributed among those who are connected and receiving service, and those who are receiving the benefit of the availability to receive water and sewer service.


TRANSFER AND CONSOLIDATION FEES

Per Resolution 2011-02-01, the Baca Grande Water and Sanitation District shall impose a Transfer Fee and a Consolidation Fee for the administrative and operational costs incurred when property transfers from one owner to another or consolidates with an adjacent lot.

Transfer Fee- A Transfer Fee in the amount of Two Hundred Fifty Dollars ($250.00) per lot, per property owner transfer is hereby established for each lot within the District's boundaries. The Transfer and Consolidation Fee shall be due at the time of closing on the property.

Consolidation Fee- A Consolidation Fee in the amount of Two Hundred Fifty Dollars ($250.00) per lot is hereby established for each lot within the District's boundaries that consolidates with another lot. In the event that more than one lot is consolidated at the same time, the Consolidation Fee shall be due for each lot consolidating. The Consolidation Fee shall be due at the time of the consolidation.


WATER AND SEWER TAP FEE

This fee is a one-time contribution per lot required of new Customers (or existing Customers having change of use) to be used for capital investment in regional facilities and District operations. This fee shall be due at the time of application for service. The Water & Sewer Tap Fee is subject to change at the discretion of the Board. The EQR determination and tap fee for both the water and sewer tap are based on the size of the water tap as set forth below.
